AIP-004 Discussion: Introduce Time Commitment Grant

This is intended to be the discussion thread for AIP-004, which is a proposal to Introduce a Time Commitment Grant process. The purpose of this AIP is to replace the commitment track compensation process.

Its broad intention is add a layer of accountability to regular contributors and stimulate well-defined and executed contributions via grants & bounties. It also intends to make contributing more accessible for more community members.

More specifically:

  1. Add a process (coordinated by the GBC) that increases accountability of part/full-time contributors to Arrow.
  2. Diverts surplus funding to be available for Grants & Bounties to increase predictability and accountability of tasks/projects.

Hey guys, think we should get this to sentiment vote ASAP since it is vital for the October rounds of the Time Commitment Grant. The process (Applications and Application Reviews for October) is due to begin next week.

So we can have this discussion thread active for a couple of days so everyone can read through the final AIP-004 text and keep a look out for any big errors or controversies. I will leave it up until :small_blue_diamond: Thursday, September 5th :small_blue_diamond: and then go to Sentiment voting. If anyone has an issue with this, please say below.

We can mitigate a potential delay by continuing with the Time Commitment Grant application process under the assumption that this vote will pass. If the vote does’t pass, then we can revisit :stuck_out_tongue_winking_eye:

I created a PR for the AIP-004 branch to fix some cspell errors and propose a word change.

It all looks good to me now!
